Governor Kelly Signs KLA-Supported Bill During April Recess

While the Legislature is on a three-week recess, Gov. Laura Kelly signed a number of bills into law and vetoed several others. One bill she signed, HB 2634, should provide KLA members with the flexibility needed to engage in additional water-saving practices on their operations.

Water - HB 2634 will add corrective control to the local enhanced management area (LEMA) and intensive groundwater use control area (IGUCA) law. The new corrective control will allow a producer to exceed a water right’s annual allocation if they do not exceed their total authorized allocation over the determined conservation period. KLA supported the bill, which could provide livestock facilities and producers more flexibility under a LEMA or IGUCA, while also advancing the goal of groundwater conservation. This specifically should help solve common water-use distribution issues facing feedyards and dairies.
